He scopes every roadmap engagement, runs the fractional CTO work, and takes the interim assignments inside IT departments himself. Not a salesperson who sells and then disappears: the person you meet in the first conversation is the person who does the work.
He publishes his method openly on his personal site, tulpan.net, in French: practical guides on rebuilding a site without losing search traffic, and on scoping and steering digital projects.
